This is a proposal to register and tag farm animals as a way of tracking and controlling disease outbreaks.

By golly, if the Feds do it, why, the State will duplicate it! Yessirree, our citizens will be delighted to fill out twice as many forms and pay twice as many taxes - er, not taxes, fees!
But if the Feds do not, why, we shouldn't either! Heck, since murder is not a Federal crime (except under special circumstances), maybe we should get rid of those laws!
